The Star Trek Online Fleet Armada Charter

IMPORTANT LEGAL NOTICE: This charter is considered intellectual property and should your fleet and/or armada wish to “copy and paste” and/or use/modify some of our charter for your own use you may do so. All we ask is that you give STOFA Charter credit and link us on your website, thank you very much for your cooperation and support.

Article A: Concerning Fleet Identity & Memberships

A.1: Each member of the armada will maintain its own identity, leaders, members, Starbase, Embassy, Dilithium Mine, Spire, Research Lab, and all other items/possessions under its control.

A.1.a: Member fleets are responsible for their own day-to-day operations; logistic, militaristic, and materialistic.

A.1.b: Member fleets can, however, assist in Mark Events, PvE, and PvP as “ringers” to fleets needing to fill a team as well as contribute to fleet holdings up and down the armada ranks.

A.1.b.i: The ability for Incoming/Outgoing contributions of any kind shall be maintained by each STOFA member fleet leader, and shall be respected by all STOFA fleets and their members.

A.1.b.ii: Coordination of Incoming/Outgoing contributions and which fleet to concentrate next on will be agreed upon by all STOFA fleets.

A.2: No fleet shall participate in “Guild Poaching” which is the act of recruiting members from any other fleet in STOFA by means of coercion or promises of gifts/rewards/advancement. Any fleet caught participating in such activities will be banned and blacklisted from STOFA.

A.3: Membership into STOFA will be decided and ruled by the governing members of the armada; the fleet leaders that make up the governing board.

A.3.a: Each member fleet is allowed to have two representatives to the governing board. One should be the respective fleet leader the other either co-leader or diplomatic attaché.

A.3.b: In order for a fleet to gain membership, the governing board must vote at least 51% in favor (from all votes received during the voting period).

A.3.b.i: No STOFA fleet may invite another potential armada fleet without the governing board voting on it first. Once fleet’s have met the minimum requirements and checked out, the governing board will vote to make “first contact”; STOFA will then send diplomats to make “first contact”.

A.3.b.ii: Conditions of STOFA membership shall be as follows:

A.3.b.ii.a: Fleets’ main Starbase should be Tier II or better for Gamma fleets (this requirement does not include their sister fleets i.e. their KDF fleets or  secondary fleets).

A.3.b.ii.b: Fleet membership should be around 50-100 members/characters. (This requirement does not include their sister fleets i.e. their KDF fleets or  secondary fleets).

A.3.b.ii.c: Fleets should have a website and if possible a voice server. More importantly, fleet should have an active community/roster in-game or otherwise.

A.3.c: In order for a fleet to be kicked from STOFA the governing board must vote at least 51% against the fleet in question (from all votes received during the voting period). All member fleets, including the fleet in question, must be present during the grievance committee (this may include via email chain). Proper and acceptable time must be given for fleets to prepare their defense/litigations before the vote is to begin (minimum one week BEFORE actual voting begins). No STOFA fleet may kick another STOFA fleet out without first presenting the case to all STOFA leaders (via email chain is acceptable – acknowledgment does not need to be submitted by the receiving leaders so long as evidance shows that notification was sent out).

A.3.c.i: Should a STOFA member fleet wish to leave the armada on its own accord, it shall give all STOFA fleets a 7 day notice before leaving the armada. NOTE: While we know that any fleet can leave at any moment, the 7 day notice is more of a courtesy.

A.3.c.ii: Liberty Task Force, being the creator may not be voted out from STOFA.

Article B: Concerning Fleet Politics & Governance

B.1: Faction politics will be discredited within the armada. (Federation, Klingon, Romulan will be accepted as equals and at peace into the alliance).

B.2: Once a fleet has been voted in, all their “sister” fleets (i.e. KDF Faction and other fleets) will be considered part of the STOFA.

B.2.a: Regardless of how many “sister” fleets an alliance fleet may have they will still only retain two members in the governing board (leadership) for voting puproses. All “sister” fleets will be considered as “one fleet, one voice” to their main fleet.

B.2.b: If a STOFA member fleet has other personal alliances with other fleets outside STOFA, then those fleets will NOT be considered members of STOFA.

B.3: No amendment(s) shall be made to the STOFA Charter without the STOFA leaders first voting on it with a 51% majority in favor of the new amendment(s); this also includes the removal of an amendment.

B.4: STOFA member fleets may temporarily place characters into an STOFA Alpha fleet (at the Alpha fleet’s discretion) for XP Bonus purposes; however, those characters must abide by the following conditions:

B.4.a: Characters must abide by all the rules and regulations of the housing STOFA fleet and must remain in the “special STOFA” rank created by the Alpha fleet and may not be promoted beyond that with the exceptional case of purchasing a ship; in which case proper store/rank access will last only a few minutes as character makes their purchase and then demoted. NOTE: This amendment may NOT over-rule/ride amdenment E.1.a.

B.4.b: Visiting characters may never increase in rank to “Executive Officer” or “Leadership” position.

B.4.c: No player shall place all their characters into an STOFA fleet (at max 2). Such an action will be considered to be an attempt to switch fleets which is not allowed. Main membership must remain with their “home” fleet and not the STOFA “housing” fleet.

B.4.d: A fleet invite into another STOFA fleet will last anywhere between 7-14 days (at the inviting fleet’s discretion) and may not exceed 14 days. After 14 days, the character will be kicked and must go back to their “home” fleet.

B.4.d.i: It will be the responsibility of the “housing” fleet’s leaders to make “Officer Comments” as to when the visiting character entered the fleet and when their visit should expire and to kick the visitor at the proper time.

Article C: Concerning STOFA Chat Channel

C.1: Grayfox@GrayfoxJames shall control “Ownership” over the in-game STOFA chat channel.

C.1.a: In the case of Grayfox@GrayfoxJames leaving, the channel ownership shall be passed down to one of the STOFA Beta fleet leaders.

C.2: Every STOFA member fleet will be allowed to have the Admins and Moderators of their choice (set by STOFA leaders) from their fleet in the in-game STOFA chat channel. Should the chat go private Admins/Moderators of  each respective fleet will be in charge of sending chat invite to their own fleet members.

C.2.a: Each member fleet will need to submit the in-game names of their STOFA leader(s)/admins/moderators to Grayfox@GrayfoxJames and keep their list updated should their fleet decide to change Admins/Moderators.

C.2.b: Any Admin/Moderator found to be abusive with their powers will have them removed by Owner/Admin until further notice and issue is reviewed and resolved by all parties in question.

C.2.b.i: Any fleet member wanting to grieve an Admin/Moderator may submit their grievance toInfo@LibertyTaskForce.com or in-game e-mail at Grayfox@GrayfoxJamesGrayfox@GrayfoxJames will then pass that grievance to all STOFA leaders for review.

C.3: Conversations within the STOFA chat channel should be kept Star Trek Online related. Talks of politics/religion/etc. should be kept to a minimum if at all along with cursing/foul language. Also, no improper conversations should be had about any fleet member or STOFA fleet. Any person found breaking this rule will be first issued a warning to cease topic and if they continue may be kicked from the chat by any Admin/Moderator until further notice. Harassment/discrimination of any kind will not be tolerated.

C.3.a: Should a member of any STOFA fleet be kicked from the STOFA chat channel; that member may appeal to STOFA leaders for reinstatement into the channel (final ruling shall always be given to the offended STOFA fleet leader/members). While any Admin/Moderator may kick a player from the chat, each member fleet will be responsible for disciplining their members should chat rules be broken.

Article D: Concerning STOFA Voice Chat Servers

D.1: Ownership of each STOFA member fleets’ voice chat servers shall be controlled and maintained by the leaders of that respective fleet.

D.1.a: Should STOFA voice servers require a password, password should be given to the respective STOFA leaders who will then distribute the password to all their fleet members in a safe and secure manner.

D.1.a.i: All STOFA members given another fleets voice server password shall not distribute that password to any other person(s) and/or fleet(s) ever. If found guilty of this, they shall be banned from all STOFA voice servers.

D.1.b: Should a STOFA fleet not wish to hand out their password to all other armada members, it shall be respected. However, each STOFA leader should have the password to each STOFA fleet’s voice servers for communication/meeting purposes.

D.2: The STOFA member fleet voice chat channels should be open to any member fleets that require a voice chat server and should be used solely for Star Trek Online and Star Trek Online related themes.

D.2.a: All visiting STOFA members should first identify themselves and their armada fleet upon entering another STOFA member fleet chat server.

D.2.a.i: Upon recognition and acceptance into the channel, the STOFA member should be given a special “tag” identifying them as such; they shall then be bound to the housing servers rules and regulations.

D.2.a.ii: Any fleet member wanting to grieve an Admin, from any STOFA voice server may submit their grievance to the governing board at Info@LibertyTaskForce.com or in-game email atGrayfox@GrayfoxJamesGrayfox@GrayfoxJames will then pass that grievance to all STOFA leaders for review.

D.3: Conversations within any STOFA voice server should be kept Star Trek Online related. Talks of politics/religion/etc. should be kept to a minimum if at all along with cursing/foul language. Also, no improper conversations should be had about any fleet member or STOFA fleet. Any person found breaking this rule will be first issued a warning to cease topic and if they continue may be kicked from the chat by any Admin/Moderator until further notice. Harassment/discrimination of any kind will not be tolerated.

D.3.a: Should a member of any STOFA fleet be kicked from a STOFA voice server; that member may appeal to the STOFA leaders for reinstatement into the voice server (final ruling shall always be given to the housing allied fleet who’s voice server it was). While any Admin/Moderator may kick a player from their voice server, each member fleet will be responsible for disciplining their members should chat rules be broken.

Article E: Concerning STOFA Trade Relations

E.1: All STOFA member fleets shall be responsible for maintaining and providing for their own provisions and ships.

E.1.a: If a STOFA member from another armada fleet has not met the requirements for fleet store purchases in his own fleet, they will NOT be allowed an invite to another STOFA fleet to by-pass their own fleet’s purchasing requirements/contribution levels.

E.2: All STOFA members shall be granted free map invitations to a higher Tier fleet (Fed or KDF) to purchase fleet gear. NOTE: Remember that fleet provisions are taken from the members own fleet stores and not the inviting fleet; this does not hold true for fleet ships however.

E.2.a: The purchase of fleet ships shall be at the discretion of the fleet holding access to those ships. If the housing fleet grants it (will be housing fleet’s discretion), STOFA members may have free access to these ships; they may, however, “tip” (in form of EC) the hosting fleet providing the ship(s).

E.2.a.i: STOFA members purchasing ships from a STOFA fleet must have their own Fleet Ship Modules and of course sufficient Fleet Credits.

E.3: Should a STOFA member fleet not have sufficient provisions, then they may be temporarily invited to the higher Tier allied fleet (at the housing fleet’s discretion) given access to stores and then leave that fleet and return to their main fleet.

E.3.a: A fleet invite to purchase from another fleet’s actual provisions or ships will be considered temporary invite; all B.4 articles apply.

E.3.b: Whether housing fleet agrees to free invite access to their provisions or not is up to them. However, housing fleet agrees not to charge EC but the invitee is allowed to “tip” (in form of EC) the hosting fleet.

E.4: When invited into another fleet to buy from their provisions/ships, all STOFA members abide to purchase only the discussed amount of ships/gear agreed upon by both parties. Any STOFA member found to break this rule shall be blacklisted and banned from purchasing any ship/gear from any armada fleet until the governing board says otherwise.
